Description/Job Summary

The Building People, LLC, is seeking a part-time Program Manager to assist the Cropping Systems Research Laboratory (CSRL), Lubbock, TX, and other Agricultural Research Services (ARS) personnel in managing several major projects. The contractor will provide advice, counsel, and assistance to the CSRL and other ARS personnel on issues related to the construction projects. Services will include providing reports as required by contract documents, monitor budgets and promote/coordinate communication between ARS personnel and contractors.

The Project Manager must have at least 20 years of experience in construction contracting. Works hours are not to exceed 40 hours/biweekly.


  • Works very closely with Administrative Officer, Laboratory Director, Research Leaders, Contracting Officer, Maintenance Mechanic, and other fundholders to determine the facility needs at the Location.
  • Develops Statements of Work for Location projects, per RL's and LD.
  • Inspects materials and equipment delivered to construction sites to ensure they meet proved submission data and specifications. Identifies deficient, inadequate, and unacceptable work and takes necessary action to resolve or recommend to the Contracting Officer, the necessary action to resolve the issue or corrective action to be taken and discusses with Area Engineer recommended approach to be taken.
  • Evaluates layout plans submitted by Architect/Engineering firms for conformance to design criteria, the scope of work, and specifications for accuracy and completeness. Ensures that plans and drawings comply with standard design criteria and accepted engineering and design practices.
  • Develops and coordinates design criteria, plans, specifications and cost estimates for new construction or modification of existing facilities repair and maintenance projects.
  • Utilizes personal computer and associated software for preparing spreadsheet, word processing, and presentation software.
  • Selects appropriate methods and procedures to prepare correspondence, estimate fact sheets, status reports, and schedules as required for carrying the project plan to completion.
  • Coordinates work with Architectural/Engineering field inspectors to resolve problems arising with work under construction. Coordinates work by A/E firms through the various stages of design to include a review of work for conformance with established Scope of Work.
  • Consults with construction contractor personnel to resolve ordinary problems and conditions occurring during construction. Monitors progress of work through various phases to include review and evaluation for shop drawings, samples, and materials certification submitted by contractors for contract and performance requirements recommending approval, rejection or revision of drawing.
  • Inspects facilities’ conditions for maintenance effectiveness, the integrity of the systems and efficiency of utilities used.
  • Assists AO in monitoring and analyzing energy consumption and conservation programs. Gathers data, prepare reports, and offers suggestions for more efficient, economical operations.

Required Education

Minimum of a bachelor’s degree from an accredited engineering college with a minimum of twenty (20) years of professional engineering experience working on repair and maintenance (R&M), design, and construction projects.
