Job Title: BAS Senior Program Manager

The Building People, LLC, has a position open for a full-time Building Automation Systems (BAS) Senior Project Manager to deliver IT operational and project management related services in support of the building monitoring and control systems (BMC) to collaborate and coordinate integration projects, day-to-day technical support of devices and consoles, IT infrastructure, and general application and server support.
BMC systems include but are not limited to building technologies such as: advanced metering systems (AMS), building automation systems (BAS), lighting control systems, physical access control systems (PACS), renewable energy systems, video surveillance systems, digital signage systems, and kiosk installations.
In this role, the individual will provide program support at the local level for the implementation of BMC devices, IT infrastructure, and information management applications. The individual will work closely with the Federal client IT and business line personnel to ensure the needs of the regions and the needs of the national program are properly coordinated. The candidate will be embedded with the client in downtown Washington DC.
The qualified candidate will provide expertise and support of the objectives and initiatives of the Building and Energy Systems program in conjunction with the overall mission and goals the clients Facilities Management Program, to include the Smart Buildings and Program. The position will report through the CIO and will play a critical role in the day-to-day activities of both the implementation and production level support of building monitoring and control systems.
The Contractor shall perform a variety of IT liaison responsibilities between equipment specialists, design and construction project managers, service center property managers, the CIO’s office, and Facilities Management and the IT Program teams. Candidates will be responsible for oversight, management, and analysis of information technology aspects of building systems and devices for one or more geographical regions. In this capacity, the qualified candidate will operate as the key program contact for new and building improvement construction projects and is responsible for developing, adapting and implementing IT procedures and program guidance related to client’s properties.
Sample of Tasks:
Applying IT skills in the analysis, specifications, development, integration, and acquisition of systems
Support communications engineering, electronic engineering, communications security, network analysis, interoperability analysis, system standards, program analysis, programming, and cost analysis for new and existing systems
Contribute to the development and implementation of procedures, and standards necessary to maintain the integrity, reliability, and maintainability of systems
Effectively manage technicians as well as outsourced/subcontracted labor
Provide project management and coordinate resources to successfully execute the installation of projects
Responsible for the execution of Building Automation construction projects
Manage the delivery of the contracted scope
Maintain accurate As-Built drawing package and make changes as required to achieve timely project completion/close out
Strong understanding of the building automation systems and construction projects business flow
Knowledge in DDC control theory and applications pertaining to the HVAC/Control
Prior experience in HVAC and/or Building Automation
Strong Computer Networking & Server Experience
Read and understand project specifications and MEP drawing sets
Includes the development of scope of work, producing control schematics, wiring diagrams, and sequences of operations (SOPs)
Selects materials including DDC modules, field sensing and control devices, dampers and valves to meet the project requirements, specifications, codes and customer standards
Create a project database utilizing company and customer standards
Set-up of operator workstations with all associated software
Implement the startup, commission, and re-commission of customer systems that utilize electrical/electronic technologies
Conduct graphics engineering functions which includes: creating equipment and floor plan graphics per project documents
Responsible for performing job database backups on a daily basis or as advised
Working knowledge of Microsoft Windows (2008/2012 server).
Firm understanding of networking technologies, including TCP/IP, BACnet, NetBios, DHCP, WINS, DNS, and LDAP.
Ability to gather technical requirements from customer and vendors, participate in solution architecture and design meetings.
Ability to effectively analyze, identify, and resolve operational issues or outages impacting system device network connectivity.
Ability to support the implementation and operation of hardware and software, coordinate security scans for various energy management applications.
Ability to serve as a liaison between IT and other stakeholders (both technical and non-technical)
Excellent verbal and written communication skills, focusing on the ability to relate technical knowledge to a non-technical audience.
Working knowledge of Microsoft Office products including Visio.
Ability to learn new, and effectively utilize a variety of existing diagnostic network tools
Ability to participate in rotating shift coverage or emergency response as needed.
Ability to coordinate and manage multiple projects
Ability to provide guidance to non-technical and technical stakeholders regarding internal processes.
Highly efficient in creating and maintaining accurate inventory documentation and network diagrams.
Must be able to provide excellent customer service
Ability to frequently travel within the United States
Ability to “own” a problem/issue, until it is resolved. This involves proactively working on an issue, doing a warm-handoff to another group, escalating to management when necessary or following up with various stakeholders.
Ability to walk distances within large buildings or campuses and to lift 25 lbs for equipment for installations
Familiarity with Building Control Systems
Working knowledge of Windows IIS web services.
Working knowledge of MS SQL Server.
Working knowledge of Dell PowerEdge Servers, UPS.
Virtualization experience, specifically VMWare,
Experience with protocols such as: BACnet MSTP, BACnet IP, Modbus TCP/IP, Modbus MSTP, LonWorks, and Fox.
Preference to those that have a GSA clearance or experience with Building Management systems
Understanding of, and experience with, server-client computing and relational database environments
Experience with managing multiple priorities and projects
Proficient with the principles of risk assessment and requirements specification
Perform quality assurance functions
Knowledge of reporting and query tools and practices
Good interpersonal, written, and oral communication skills
Technical documentation skills
Ability to present ideas in user-friendly language
Self-motivated and directed, with keen attention to detail
Able to prioritize and execute tasks in a high-pressure environment
Experience working in a team-oriented, collaborative environment
BE or BS Degree in one of the following subject areas: Computer Science, Business Administration, Information Technology or related field preferred, plus a minimum of 10 years in planning, directing, coordinating, managing budgeting activities and financial reports concerned with new or retrofit BAS projects.
Location and Travel: Travel is required. The normal office location is in Leesburg, VA. However, travel is expected to support the systems installed at different locations and travel may be required locations with the CONUS as needed to support.
