Description/Job Summary

The Building People has a need for a full-time High Voltage Utility Equipment and Fleet Maintenance Repair Mechanic supporting the Transmission Lines and Substation Maintenance Division for the Western Area Power Administration, Desert Southwest Regional Office. The employee will provide utility equipment maintenance & repair support for DSW. The fleet includes DOE owned vehicles consisting of various utility equipment utilized in the maintenance and construction of high voltage transmission and substation systems, (i.e., large diesel-powered equipment, tractors, insulated aerial man-lifts, digger trucks, trailers, backhoes, dozers, graders, generators and tankers). This fleet is utilized in Arizona, Nevada, and California. The staff will perform high voltage utility equipment and fleet maintenance repair and inspection at various DSW field offices and locations.
  •  Work is performed in controlled environment and outside in different conditions and locations. Personnel may be required to perform emergency field repairs during inclement weather, along paved and unpaved roads, to include unimproved trails adjacent to transmission line rights-of-way. Work may be performed in archeological historical and other environmentally sensitive/monitored locations that will require special care and consideration.
  • Perform repairs and maintenance, which includes repairs to, engines, transmissions, transfer cases, drive trains, air conditioning systems, hydraulic systems, brake systems and electrical systems. Perform routine servicing and transporting vehicles to and from repair facilities. Provide miscellaneous repairs to vehicle and equipment bodies, such as tailgates, windows, latches, etc., and installation and modification of accessory equipment.
  • Perform diagnostics and inspection on equipment and vehicles and recommend the most cost-effective method to accomplish required repairs. Inspect vehicles and equipment in order to identify potential problems. Inform the COR of findings.
  • Maintain vehicles and equipment by changing oil and filters (oil, gas, air), checking and adding to all fluid levels (transmission, differential, transfer case, etc.), parts replacement (wipers, head lamps etc.), tire inspection or replacement, and battery tests, etc. Maintenance of vehicles and equipment shall be accomplished in accordance with the original equipment manufacturers (OEM) recommendations, and manuals. (Monitor annual testing of equipment used for personnel and equipment lifting, i.e., cranes, aerial man-lifts (both insulated and non-insulated), boom/winch trucks. Follows up on any deficiencies reported, making all necessary repairs or adjustments to ensure compliance with regulation.
  • Provide preventative and corrective maintenance services. Perform safety inspections of vehicles and equipment. Inform COR of findings.
  • Develop a maintenance schedule for the equipment on Attachment A-2 and update the schedule as required. Schedule to be approved by the COR. Perform tire inspections and document tire defects for corrective action. Inspect completed manufacturer or authorized representative warranty services, recommending acceptance or rejection on all equipment.
  • Maintain utility equipment electronic files noting date of repairs and work accomplished. Keep track of expenditures associated with parts, and supplies. Keep notes on vendor reliability and customer service. Record the amount of time spent on each vehicle for reporting and costing purposes. Record all costs attributed to individual vehicles and equipment repairs.
Knowledge and Experience
  • Ability to interact with people within WAPA and outside WAPA that have diverse needs and interest to provide effective customer support.
  • Ability to effectively communicate orally and in writing.
  • Knowledge and experience of general vehicle maintenance practices.
  • Knowledge and experience of high voltage utility equipment maintenance practices.
  • Knowledge and experience of automated systems.
  • Knowledge and experience using standard word processing and spreadsheet software.
  • Knowledge and experience handling hazardous materials.
  • Possess knowledge of how heavy-duty machinery, engines, parts and systems
  • Physically capable of performing vehicle maintenance duties including bending and lifting.
  • Certified for operating and repairing high voltage insulated aerial man-lifts (i.e. Bron to Skylifts, and Condors).
  • Possess a class A Commercial Driver License (CDL), class T endorsement for trailers/tankers endorsement, class H endorsement for hazardous materials. Ability to drive and operate a variety of heavy equipment and vehicles.
  • Knowledge of mechanical systems that include small engines to heavy-duty diesel equipment with hydraulics, electronics, fiber optics and suspensions, etc.
  • Ability to read and understand wiring schematics and drawings.
  • Possess certification for brake inspector as required by Department of Transportation (DOT).
  • Certified for refrigerant recovery and recycling.

Required Education

High School Graduate or Equivalent


Work Location: Maricopa County, Arizona, WAPA Desert South West Regional Office. There are some instances when a position may be dispatched to other locations for site visits or longer periods as deemed necessary.

Overtime and Call-back service and repairs will be required.
