Description/Job Summary

The Building People seeks a Contracts Manager for its team in Leesburg VA. This position requires expertise in all phases of contract administration and management from reviewing and responding to Solicitations and Requests for Proposal, Contract award review, set up and administration (inclusive of the administration and negotiation of other various types of agreements such as subcontracts and consulting agreements) through contract closeout. Candidate will serve as the company liaison with Government Contract Offices, Commercial Partners, Program Managers, technical leaders, and various internal functional groups including Accounting and Finance. Contract administrator keeps management informed of issues and initiates and coordinates required actions. He/She complies with company policies and procedures, and federal acquisition regulations.

The Contracts Administrator has a high level of accountability and responsibility.
Essential Duties and Responsibilities:

  •  Develops and maintains system of continuing coordination, follow-up and monitoring of contract operations; ensures timely release of data to contractors; remains aware of and anticipates and adjusts to changes.
  • Identifies and works with internal functional groups to resolve complex problems, including terminations and other contractual issues, utilizing previous job knowledge, reference and source documents, in house Legal, (FAR, case history, etc.) and advanced analytical tools.
  • Exercises high degree of initiative and judgment, advising management on contract components and apprising them on our ability to meet schedules, cost and technical requirements and on resolution of requirements change problems.
  • Works regularly with FAR requirements, schedules, proposal developments, statements of work, cost and pricing data, contractual flow-down, cost accounting standards (CAS), bids, prices, terms of payment, and availability of services to be provided.
  • Ensures internal contractual compliance with the terms and conditions of contracts and compliance with designated management objectives.
  • Prepares and negotiates Teaming Agreements and Non-disclosure Agreements consistent with Prime Contract and required flow downs.
  • Reviews and negotiates Teaming Agreements and Non-disclosure Agreements received from external Prime Contract teaming partners.
  • Works with internal departments concerning specific contract questions, issues, and problems.
  • Identify areas of risk and assists in the development of mitigation strategies and plans. Analyzes potential risks that contract changes may pose to the organization.
  • Serve as a liaison between internal and external parties during contract development and negotiation stages
  • Provide guidance related to contract related issues as they arise.
  • Assist with the development of a Subcontract Management Plans.
  • Comply with policy and procedure and documentation requirements to maintain approved CPSR status.
  • Administer/manage various types of contracts, i.e. IDIQ, CPFF, FFP and T&M
  • Close out of all contracts, associated task orders, and subcontract/consulting agreements.
  • Reviews solicited and unsolicited proposals for submission to customers.
  • Formulates contract proposal modifications.
  • Other duties as assigned.
Supervisory Responsibilities:  No supervisory responsibilities. However, this individual may mentor and/or train other members of the team.

Required Skills

Knowledge, Skills and Abilities:
  • Ability to work with a multi-functional team.
  • Strong planning and organization skills.
  • Excellent written and verbal communication skills.
  • Effective negotiation skills.
  • Strong working knowledge of Microsoft Excel and Word.
  • Working knowledge of the Federal Acquisition Regulations (FAR).
  • Knowledge of IDIQ, CPFF, FFP and T&M types of contracts.
  • Experience with preparing documentation for GSA Schedules, including compliance, reporting, adding new Special Item Numbers (SINs).
  • Knowledge of regulatory guidelines and the FAR
  • ISO 9001 Process and certification preferred, but not required.

Required Education

Bachelor’s Degree in related field of study and a minimum of ten years of experience in a Contract Manager role. Direct and relevant experience can be substituted for the degree requirement.

Secret Clearance, or the ability to obtain one, preferred but not required. Due to the nature of our business, most positions require U.S. citizenship. Federal Government experience a plus.
