Description/Job Summary

The Building People has a need for a Senior Project Manager (Engineering Project Manager) located in the Modernization Branch, Facilities Division, Agricultural Research Service (ARS). The function of the section is to provide technical project management support for Agency wide major modernization projects including engineering management, monitoring and review of facilities projects and related architectural/engineering construction inspection and construction management, from initial concept design through completion and close out.

Responsibilities/Duties

Responsibilities:
  • Provides expert advice to ARS program management officials and task force committees on technical feasibility, design concepts, and parameter costs for proposed new major/minor construction, repair and maintenance, energy retrofit, and renovation projects. 
  • Develops and coordinates design criteria for the construction or renovation of a full range of research-related facilities, based on input from program committees and technical consultants. Through this process the incumbent ensures integration of the latest systems technology, analyzes unique programs, approves/disapproves feasibility of concepts, resolves conflicting program and engineering requirements, and conducts final Agency technical and functional review of project drawings, specifications, cost estimate and design analysis to recommend technical acceptability of projects to supervisor.
  • Prepares budgetary data for each phase of projects, including an Independent Government Estimate (IGE), escalation and inflation factors, description, and justifications for use in obtaining project funding and bid evaluations. 
  • Prepares technical and economic feasibility studies for development and presentation of project and budget proposals.
  • Serves as Project Manager and during the design, bidding, and construction phases of facilities construction projects. Develops initial scope of work. 
  • Implements Agency energy guidelines in planning and design of facilities construction projects. Provides professional skill in evaluating energy requirements and projected needs.
  • Keeps abreast of state-of-the-art facilities, systems and equipment, and incorporates this knowledge in planning and design criteria for facilities construction. 
  • Develops the planning, programming, and surveillance policy for facilities construction projects, including construction of research laboratories, treatment plants, containment facilities and related facilities.

The employee will work within a government regulatory environment and will follow all applicable statutory/regulatory guidance in the performance of the tasks. These include but not limited to Regional and National policies.

WORK ENVIRONMENT – Selected candidate(s) may be required to work independently and remote from the corporate office in Leesburg, VA. The intent is to position resources close to the project sites geographically. Candidates will be required to demonstrate a discipline and ability to leverage technology to be successful in this type of work environment.

Required Education

The Engineering Project Manager shall have a minimum of seven (7) years professional engineering experience working on design and construction projects and be degreed from an ABET accredited engineering college.  

Past Experience shall include:
  • Technically managing and developing facilities/site designs (electrical, civil and structural/architectural) for new construction and/or renovation projects to existing facilities/structures;
  • Perform technical site assessments and providing engineering recommendations for design/construction solutions;
  • Developing Statements of Work (SoWs);
  • Developing Independent Government Estimates (IGEs);
  • Providing technical support to the Contracting Officer (CO) during the A-E hand-over phase;
  • Reviewing project submittals to meet applicable requirements, specifications, technical criteria/codes;
  • Working on farm operations including greenhouses, irrigation control systems, flood control, and surface water management.
  • Desired engineering experience includes work performed on research laboratories.
Travel is required to support this requirement to project locations within the Southeast United States, Puerto Rico and the US Virgin Islands.
