Job Title: Financial Analyst II

The Task Lead Project Manager II (Financial Analyst II) provides insightful financial analysis, interpretations, predictions, support, tools and recommendations to drive decision making across the division to meet organizational objectives.
Clearly communicate results and recommendations to ensure clarity and optimal decision making. Utilizes a management structure that standardizes the project-related governance processes and facilitates the sharing of resources, methodologies, tools, and techniques.
Considerable working knowledge of:
Principles, practices and standards of public sector project/program management
Research techniques and report writing
Analytical techniques applied to project/program management
Obtaining, verifying and evaluating general and statistical information
Computer software utilized in project/program data collection and analysis
Assist in the generation of financial reporting and analyze key performance indicators and provide insightful recommendations for improvement and optimization, including but not limited to:
APM Reporting & Analysis (30%)
Work with ITSO to transition from spreadsheet template to SharePoint tool.
Identify ways to streamline and improve Alternative Payment Models (APM) reporting.
Performer Financial Analysis (10%)
Monitor and organize alerts from Factiva and Dun & Bradstreet.
Identify performers for cursory and full Financial Analysis.
Conduct cursory and full financial analyses and send reports to EERE lead.
Collect & Analyze EERE Data (30-40%)
Collect and process Funding Opportunity Announcement (FOA) duration info:
Mine individual FOA cover sheets and FRDs;
Run excel formulas;
Visualization of the data.
Consolidate information from Budget/FOA IM Responses (spreadsheets):
Identify what's applicable and consolidate into spreadsheet and fun formulas.
Collect and analyze Applicant Q&A data from Exchange:
Identify common themes that applicants find confusing. Develop solutions.
Analyze the massive data pulls from iEdison to look for inventions and patents.
Big V-look up from multiple spreadsheets, manipulating the data.
MA Cover Sheet Process: Copy info from weekly iPortal report of new awards made to MA FOA worksheet.
IM request data and Audit Lessons Learned.
APM Value Added Service (10%)
Help develop proposals for new work that adds value to EERE Tech Offices.
Directives & Knowledge Hub (10%)
Directives/Knowledge Hub: Develop bi-weekly report of open CRs; track status.
Knowledge Hub Migration: Assist with migrating document and finalize user guides.
Change Management system / Knowledge Hub Help Desk: Work on strategy to help expand Program Management Helpdesk to cover all EERE.
Strong communications skills: written and oral, MS Office (Word, Outlook, Internet Explorer, Excel). Experience with SharePoint and Advance MS Excel skills required (pivot table, charts, graphic, formulas).
Programming language skills desired
Knowledge of Visual Basic (C++) knowledge
Knowledge of Python & Anaconda & HTML
Minimum Education: B.S. or B.A. in a related discipline that provides the functional skills to perform the functions and responsibilities, plus ten (10) Years.
