Description/Job Summary

The Building People has a need for a full-time Planner/Estimator that will support GSA’s Leasing Division within the Northwest Arctic Region providing real estate solutions to government agencies in Alaska, Idaho, Oregon and Washington. The employee will assist in collecting client agency’s requirements and providing realty tenant improvement cost estimating and space planning support up through occupancy in accordance with all GSA Regional, National and U.S. Government policies and procedures pertaining to real estate and construction acquisition.

The employee will; assist Client Agency’s in understanding the cost and potential layouts to accommodate their space requirements; review and provide relevant comments on Design Intent Drawings (DIDs) and Construction Drawings (CDs);  provide timely and accurate cost estimates/information in support of tenant improvement projects in leased space; and assist the government in getting the best value to fill the client agency’s requirements, including necessary change orders. This position will support two major task areas: a) Initial Tenant Improvement (TI) Construction Management; and b) Alteration Construction Project Management for both owned and leased projects.

TI: subsequent to contract award and approval of design intent drawings, the employee prepares construction drawings, reviews building permits, and proceeds with construction of the TI. The general contractor manages the actual construction process, but employee is responsible for ensuring that the approved design intent drawings translate into acceptable space. The employee provides construction management support for tracking and keeping separate the defined shell and TI costs, inspections, change order reviews and estimates, and TI technical support for price negotiations.

The planner/estimator will provide alteration management support for developing client scopes of work, estimating the proposed work, providing technical support for price negotiation, and conducting construction inspections and labor interviews.

Specific tasks are to include:


  1. Review approved design intent drawings, solicitation for offers, and tenant special requirement to become familiar with the Tenant Improvement to be constructed.
  2. Compare approved design intent drawings to construction drawings.
  3. Review contractor bids upon request of the CO. Provide professional opinion that total TI costs are fair and reasonable. Evaluate bids to ensure that defined shell and TI costs are not commingled.
  4. Accompany the client representative at TI construction meetings to: document minutes, review order proposals as requested by the CO, review work completed and compare to schedule and representation of progress. Provide recommendations to the CO.
  5. Provide cost estimates for change order proposals as required. Review proposed change order pricing and provide CO technical support for price negotiations if required.
  6. Review final TI costs including change orders to ensure that GSA-defined shell and TI costs are not commingled; provide technical support as required.


  1. Assist the Project Manager to develop scope of work for requested alterations. Document all tenant requirements. Inspect on-site conditions. Draft formal scope of work.
  2. Prepare a design intent drawing or sketch incorporating the finalized scope of work.
  3. Prepare estimate of requested work based on approved scope of work.
  4. Review price proposal. Review line items and overall pricing for reasonableness. Provide COR and CO technical support for price negotiations as required.
  5. If required, attend alteration construction meetings to: document minutes, review change order proposals as requested by CO, review work completed and compare to schedule and vendor representation of progress. Provide recommendations to CO.
  6. Provide cost estimates for change order proposals as required. Review change order pricing and provide CO technical support for price negotiations.

The employee will work within a government regulatory environment and will follow all applicable statutory/regulatory guidance in the performance of the tasks. These include but not limited to acquisition of space, construction, and application of Regional and National policies.

Required Education

Minimum of a High School Diploma.  In addition, the employee is required to present one year of experience with Tenant Improvement Construction of office/warehouse and related space as a project manager, construction manager, planner estimator, or building manager.

Required Qualifications

Knowledge of Tenant Improvement and Construction Drawings, ability to measure space, knowledge of commercial office buildings systems such as structural, mechanical, electrical, architectural, security, telecommunications, finishes, ceiling, lighting partitions. Hands on experience and working knowledge of general contractor competitive bidding process, bid reviews and evaluation of proposed costs.

Travel may be required to support this requirement to job locations to support the projects within the State of Washington, Oregon, Idaho and Alaska.
