Description/Job Summary

The Building People has a need for a full-time Building/Project Manager to support the General Services Administration (GSA) Public Building Service in San Diego, CA. The selected candidate will assist in collecting client agency’s requirements and providing project and building management support pre and post occupancy in accordance with all Regional, National and U.S. Government policies and procedures pertaining to management of federal real estate. The employee provides services and deliverables to augment and support the Contracting Officers/Contract Specialists, in accomplishing their workload requirements. Including: procurement support, finance and reporting support.

As GSA’s customer service representative for assigned buildings, develops and promotes positive working relationships with customer agencies and client personnel, and maintains continuous liaison with building tenants and top management officials of customer agencies and tenants at facilities managed. As a customer advocate, also makes recommendations to initiate projects and activities needed to improve tenant satisfaction. Regularly meets with high level client agency representatives and tenants from various Federal agencies, on matters involving GSA programs and activities within the buildings assigned.


Responsibilities: The Project/Building Manager shall, at a minimum –

  • Have the knowledge and experience to manage multiple engagements, both on a consulting as well as on a transactional basis;
  • Have an understanding of the government construction management process;
  • Have planning capabilities as well as the ability to effectively administer and execute any engagement relating to the various support services required;
  • Assist the Field Office in determining the best way to incorporate improved practices in order to shorten the procurement process and/or improve organizational processes or procedures.
  • Ensure work assignments are properly coordinated and procedures implemented to accomplish the services required.

  • Project Design Phase Services
  • Project Procurement Phase Services
  • Project Construction Phase Services
  • Claims Services
  • Post Construction Services
  • Building Management Services

The employee will work within a government regulatory environment and will follow all applicable statutory/regulatory guidance in the performance of the tasks. These include but not limited to Regional and National policies.

Required Experience

The Project/Building Manager shall have a minimum of 3-5 years of relevant construction management experience. The Project/Building Manager shall have experience and have demonstrated their responsibility for leading similar team(s) associated with construction projects.   

Travel is required to support this requirement to job locations within the immediate geographic area to support the projects within San Diego and surrounding areas.

As a condition for employment the selected employee will be required to pass a government security background check and receive a favorable suitability determination. Due to the nature of our business, most positions require U.S. citizenship. Federal Government experience a plus.

Required Education

Minimum of a High School Diploma. A bachelor’s degree preferred, but not required.
