Job Title: Engineering Technician VI - GIS Analyst

The Building People has a need for a full-time Engineering Technician VI – GIS Analyst, supporting the Transmission Lines and Substation Maintenance Division for the Western Area Power Administration, Desert Southwest Regional Office. The
employee will provide technical support services and perform the following duties and tasks:
Manages and participates in complex GIS projects. Provides WAPA with analysis leading to general understanding of location relationships and provides management briefings and leadership in technical meetings. Represents WAPA as an authority in geography
and GIS technology while attending committee meetings, national conferences and developing projects and data exchanges with other Federal, State or local agencies and groups. Provides expertise and consultation on GIS and geography analysis methods and on
specialized computer-assisted applications to the craft, engineering, construction, lands and environmental groups.
Provides geographic expertise and consultation for long-range transmission corridor planning projects related to WAPA’s program and mission. Focuses on identifying, measuring and interpreting interrelationships among geographic phenomena and graphically
demonstrating distribution, significance and complexities of interrelationships.
Tracks progress on work groups’ assignments and reviews work to ensure compliance with Federal, local, WAPA GIS standards, State statutes, county regulations and court decisions. Reports progress to the supervisor and project stakeholders.
Serves as team lead or team member on projects supporting the development and implementation of process improvements and adoption of new GIS technologies. Provides expertise and leadership to develop new and innovative methods for applying GIS advanced
Responsible for developing, maintaining and supporting a WAPA-wide GIS program to support maintenance, construction, lands and environment programs, as well as developing and maintaining data sharing opportunities and a data availability catalog on a geographic
Based on broadly defined project and client objectives, isolates, defines and documents project success criteria for requested projects using established work management processes.
Ensures the timely delivery to customers of GIS data used in the design, acquisition and construction of WAPA’s transmission line facilities. Archives and maintains critical records.
Works closely with WAPA staff to ensure survey, lands, environmental and engineering contracts provide data compatible with WAPA’s GIS system.
Using established work management processes, communicates assignments, milestones and deadlines to GIS project teams and individuals based on defined documented success criteria.
Serves as WAPA’s expert in developing and implementing WAPA’s GIS program and projects with key WAPA personnel. Provides assistance to other regional offices in the development and integration of the GIS databases. Maintains state-of-the-art knowledge of
new available technology beneficial to the efficiency of the WAPA-wide GIS program.
May coordinate and attend various meetings in the office or field with entities involved in projects that impact WAPA’s facilities.
Knowledge and experience required:
Experience in the utility industry and general knowledge of utility construction practices preferred but not necessary.
Experience using ArcMap for data creation/editing and high-volume mapping.
Valid Government issued driver’s license with acceptable driving record.
Ability to work with a diverse group in a professional setting.
Excellent verbal and written communication skills.
Bachelor’s degree (BA/BS) in Geography, GIS or related field.
Work Location: Maricopa County at the main WAPA Desert South West Regional Office. There are some instances when a position may be dispatched to other locations for site visits or longer periods as deemed necessary.
