Description/Job Summary

The Building People has a need for a full-time Staff Utility Forester (Transmission Lines and Substation Utility Forester) supporting the Transmission Lines and Substation Maintenance Division for the Western Area Power Administration, Desert Southwest Regional Office. The employee will provide technical support services and perform the following duties and tasks:
  • Provides field vegetation contract oversight support for transmission lines and weed removal for substations.
  • Inspects the vegetation removal activities to assure full compliance with plans, specifications, safety and other contract requirements.
  • Monitors cultural and biological sites to make sure they are flagged correctly and that the contract vegetation crew follows all rules and regulations according to the restrictions associated with those sites.
  • Monitors the existing PWS to ensure all conservation measures associated with the Environmental Assessment are adhered to.
  • Monitor and ensure the contract vegetation crews are following the safety plan for the work which includes communication on fires, prescribed fires, inclement weather, and landowner regulations and or agreements.
  • Monitor and ensure the 3-man hazard tree crew is working safely and within the guidelines of the Minimum Approach Distances per DSW standards.
  • Ensure that trees are cut by the 3-man hazard tree crew is documented per PWS and the removed vegetation is disposed of correctly per landowner or private property rights.
  • Maintains records of quantities of trees removed per 3-man hazard tree crew and per large scale vegetation removal contract.
  • Performs spot labor checks on the 3-man hazard tree crew.
  • Inspects tree removal work performed by contractors to assure full compliance with plans, specifications, safety, and contract requirements. Prepares and submits recommendations to the Technical Representative for the COR concerning any delays and providing documentation and recommendations for potential contract modifications to the tree removal contract.
  • Reviews contractor work status, progress, and estimates relative to the project.
  • Inspects and observes the Contractor’s work, adequacy of equipment, reasonableness of schedules and estimates, adequacy of Contractor’s procedures, and personally inspects portions of the ROW Clearing work and verifies every hour billed for the Hazard Tree Removal Crew in work in progress to make recommendations to the Technical Representative for the COR for acceptance or rejection of work for invoice payment.
Knowledge and experience required:
  • Knowledge of high voltage electrical power system utility in the maintenance and operations industry to include transmission lines and substations.
  • Understands safety requirements associated with tree trimming and/or removal.
  • Inspection of trees/vegetation removed by the vegetation removal contractor in accordance with the PWS contract.
  • Ability to identify various biological communities within the DSW service territory.
  • Ability to identify various tree, shrub, plants within the transmission ROW’s and knowledge of the lifecycle and growth rates of each.
  • Demonstrates experience in transmission utility industry to include knowledge of applicable OSHA vegetation safety standards, FAC-003 requirements, FERC/NERC Standards and requirements.
  • Knowledge of safety requirements associated with working on high voltage equipment and vegetation removal practices.
  • Knowledge of the removal of trees and or vegetation near high voltage transmission lines including throwballs, proper knots, chain saw cuts, roping and secure methods to ensure trees do not hit high voltage transmission lines when being removed.

Required Education

Associates degree required, bachelor’s degree preferred (BA/BS) in Forestry, Natural Resources Management, or related fields.


Work Location: Maricopa County, Arizona, WAPA Desert South West Regional Office. There are some instances when a position may be dispatched to other locations for site visits or longer periods as deemed necessary. 

Overnight travel is required up to 99% of time, and overtime will in some cases be mandatory based on the required support needed at job sites.
