Description/Job Summary

The Building People has a need for a full-time Senior Utility Forester supporting the Transmission Lines and Substation Maintenance Division for the Western Area Power Administration, Desert Southwest Regional Office. The employee will provide technical support services and perform the following duties and tasks:
  • Support requires daily contact with WAPA's Integrated Vegetation Management (IVM), Transmission-Line Personnel, other Government entities and external entities. Contractor will be proactive, independent, and have the ability to problem solve a wide diversity of vegetation management issues. This position also requires working in an office and field environment, communicating with a variety of people, managing tasks and ensuring accomplishment of scheduled milestones.
  • Coordinates, inspects, plans, directs, audits, inventories, schedules, evaluates, and coordinates the activities of the IVM program with WAPA’s Transmission-Line Personnel and its IVM tree clearance contractor crews.
  • Performs identification, inspection and evaluation of trees and brush along the transmission lines and performs quality control inspections.
  • Schedules and performs field meetings to clarify IVM and access road Task Order specifications with WAPA’s Contractors.
  • Coordinates, in conjunction with WAPA Lands Department, IVM and Access Road Program Transmission Line personnel activities with WAPA’s contractors, land owners along the transmission line Right-of-Way ROW, WAPA and external agencies.
  • Provides copies of all correspondence and communication with WAPA's contractors, land owners along the transmission line ROW, and external agencies to the designated WAPA representative on a weekly basis.
  • Maintains contact with WAPA IVM Transmission Line personnel on a frequent basis to discuss progress. A weekly report shall also be submitted to WAPA's IVM Transmission Line personnel via email. These weekly reports shall include current progress of IVM and access road activities and any safety incidents, and any observations or overall comments about the job as they apply to the IVM and access road specifications and the PWS.
  • Flag ROW boundaries and/or special features (e.g. biological, cultural, water resources, sediment sources along access roads, endangered plants and animals, etc.) within the project area for avoidance and/or visual reference. This task might require the use of Global Positioning System (GPS) equipment for assistance in locating special resources within the project area.
  • Assists with the preparation of the IVM and Access Road Program and administration of contracts.
  • Assists with the implementation of an on/off Danger Tree assessment and mitigation program.
  • Prepares monthly reports, assists with reporting progress and other quality assurance aspects in accordance with the PWS.
  • Inspects timber stands and/or ROW(s) to estimate the volume, quality and value of the trees to provide a detailed sample of plots or strips, representative of the entire stand.
  • Documents and submits to the WAPA Transmission Line Employees, WAPA's Vegetation Management Contractor's work summary for compliance with the task specifications.
  • Coordinates external customer issues with WAPA’s Lands Department.
  • Coordinates environmental issues with WAPA’s Environmental Department.
  • Tracks progress of scheduled work and document timely completion.
  • Prepares of monthly reports, schedule progress, and other key performance indicators.
  • Documents and submits to the Transmission Line personnel, WAPA's Vegetation Management Contractor's work summary for compliance with the task specifications.
  • Team lead for two Foresters to include directing workload and providing training and guidance as required.
Knowledge and experience required:
  • Minimum of two (2) years of experience in Vegetation Management right of way utility line clearance.
  • Certification as a Certified Arborist Utility Specialist issued from the International Society of Arborist (ISA) is mandatory.
  • A Qualified Applicator License issued by the Arizona Department of Pesticide Regulation is recommended.
  • Five (5) plus years of working in a Lands/Realty group for a utility (as a Realty Specialist).
  • General knowledge of utility construction practices.
  • Proficiency with Microsoft Office applications.

Required Education

Associates degree required, bachelor’s degree preferred (BA/BS) in Forestry, Natural Resources Management, or related fields.


Work Location: Maricopa County, Arizona, WAPA Desert South West Regional Office. There are some instances when a position may be dispatched to other locations for site visits or longer periods as deemed necessary.

Overnight travel is required up to 99% of time, and overtime will in some cases be mandatory based on the required support needed at job sites.
